Training Facilitators to Guide the Development of Buildable National Digital Health Blueprints 

With support from The World Bank Group, the Asia eHealth Information Network (AeHIN) invites interested individuals to apply for the Digital Health Blueprint Toolkit Bootcamp—a training to upskill a set of 25-30 digital health experts who will work alongside Ministries of Health to facilitate the process to develop buildable national digital health blueprints using the World Bank’s Digital Health Blueprint Toolkit.

Launched in 2024 by the World Bank, the Digital Health Blueprint Toolkit is a comprehensive set of customizable resources designed to help country governments move from strategy to implementation by focusing on the development of buildable blueprints contextualized to country health priorities. Though some countries may have a blueprint or health information exchange (HIE) design, they are often high-level schematics that fall short in translating specifically how to construct the levels of their digital health architecture.

To meet the growing demand and requests for digital health blueprints, there is a need to increase the number of trained facilitators who can support the National Blueprint development process, which results a conformance-testable, implementable, digital health design specification, and a 10-year investment rationale based on a notional implementation plan. 

Using this toolkit, the facilitator plays an important role guiding an in-country Technical Working Group through a five-part workshop series. In this regard, facilitators must be knowledgeable in digital health enterprise architecture, skilled in facilitating senior-level multi-stakeholder meetings, and able to navigate the nuances of this customizable resource across different country settings, including varying degrees of digital health maturity.

The Digital Health Blueprint Toolkit Bootcamp will be held on 4-6 November 2025 in Metro Manila, Philippines. We invite interested individuals who meet the eligibility criteria to submit an application to participate in the training. Applicants from South Asia and East Asia Pacific will be prioritized. The travel and accommodation for the trainees will be covered.

ELIGIBILITY CRITERIA (EXPERIENCE):
  • An individual with strong involvement and connection with the country’s digital health ecosystem  
  • Has strong interest in facilitating digital health capacity building and training activities
  • Has demonstrated experience in facilitating senior-level multi-stakeholder meetings and/or digital health workshops 
  • Knowledgeable in digital health enterprise architecture 
  • Willing to co-facilitate an in-country training of trainers on the World Bank’s Digital Health Blueprint Toolkit after attending the Bootcamp 
SPONSORSHIP ARRANGEMENTS:
  • Hotel accommodation: AeHIN will directly book and pay for the hotel accommodation rooms of the selected trainees. 
  • Airfare: AeHIN will reimburse its selected trainees for the cost of a roundtrip airfare ticket (by economy class via the most direct and economical route approved by AeHIN) via bank transfer. 
  • Per diem: Selected trainees will receive a modest and applicable subsistence allowance for meals not provided within the training and other incidental expenses. The subsistence allowance will be given together with the airfare reimbursement via bank transfer.
